In a recent development at MKCG Medical College and Hospital in Odisha, two house surgeons have been penalised with a ₹25,000 fine each after being found guilty of mentally harassing a fourth-year MBBS student.
What Happened?
According to the student’s written complaint, the incident occurred on May 12, when he was allegedly harassed for not showing “enough respect” to his seniors. The next day, on May 13, he approached the college dean and officially reported the ragging episode.
Following the complaint, the matter was swiftly escalated to the Anti-Ragging Committee, which launched an internal probe.
No Physical Assault, But Serious Psychological Harassment
The committee’s investigation revealed that although there was no physical violence, the student was subjected to psychological trauma. The accused house surgeons were found guilty of verbal misconduct and mental harassment, which violates anti-ragging norms, especially in a professional medical environment.
Speaking to the media, Dr. Suchitra Das, Dean and Medical Superintendent of MKCG, stated:
“Names of the two persons mentioned in the complaint are of house surgeons. A meeting was held, and it was found that a verbal spat had occurred… No physical assault had occurred. However, based on the magnitude of ragging, the Committee decided to penalise them with ₹25,000 each.”
Alleged Threats to the Victim Post-Complaint
The complainant also told The Times of India that he faced backlash for reporting the incident. He alleged that some classmates, hostel union members, and a few house surgeons pressured him to withdraw his complaint, even threatening to boycott him.
Such retaliatory behaviour only underscores the need for stronger anti-ragging enforcement mechanisms in academic institutions.
Police Inquiry Underway
While MKCG has taken administrative action, Berhampur SP Saravana Vivek M confirmed that a separate police investigation is ongoing.
“We are conducting a separate inquiry… A case will be registered if the incident is found to be serious as per ragging guidelines,” he told TOI.
