While addressing health system improvements, Juvinao was seen using a vape pen before realizing the camera was pointed at her. She swiftly concealed the device after noticing the focus on her.

The incident quickly gained attention after the video went viral on social media, drawing criticism both within Colombia and internationally.

Public Apology Following Backlash

Soon after the video surfaced, Juvinao issued an apology through her official social media account on X (formerly Twitter). She acknowledged the mistake, stating, “I apologize to the citizens for what happened yesterday in the plenary session. I will not follow the bad example dominating public discourse, and this will not happen again.”
Despite her apology, the incident sparked intense debates about public accountability and responsible behaviour among politicians.

Criticism from Public Figures and Officials

Several prominent figures voiced their concerns regarding Juvinao’s actions. Gustavo BolĂ­var, head of Colombia’s Social Prosperity agency, which works on social inclusion, strongly condemned her behaviour. BolĂ­var remarked, “If Congresswoman Juvinao does not care about harming her health during a health debate, how can she care about the health of Colombia’s poorest citizens?”

Cielo Rusinque, Colombia’s Superintendent of Industry and Commerce, also criticized Juvinao, highlighting her apparent disregard for regulations. Rusinque stated, “What stands out is her attitude and reaction when caught. It suggests a sense of being above the law.”

Stricter Vape Regulations Already in Place

This incident comes months after Colombian President Gustavo Petro signed Bill 2354 into law in May 2024. The legislation enforces stricter controls on the use, promotion, sale, and advertising of e-cigarettes and vapes. The law aims to curb the health risks associated with vaping, particularly among younger demographics.
